Resolutions provide Conservation Districts the opportunity to officially help direct the advocacy and policy work for CACD. By providing input on natural resources topics of concern, Conservation Districts can potentially influence local, state, and national policies through Resolutions.

Resolutions are categorized as either a Policy Item, an Action Item, or both. Resolutions come in all shapes and sizes, but typically Policy Items are amendments or additions to the CACD/NACD policy book, while Action Items are typically requests for CACD to lobby in favor/against state and national conservation policies.
Submitted resolutions will be assigned to one of the five Resource Committees. The Resource Committees reviews resolutions on a quarterly basis to determine whether the resolution will move to a final vote at the CACD Annual Business Meeting.

Resolutions are initiated by the Conservation Districts by filling out the CACD resolution form (linked below). This form is then sent up to the Watershed Association and Resource Committees for review. If it passes the Watershed level review, the proposed resolution will then have a final review and vote at the CACD annual business meeting in November to be adopted into CACD policy.

Resolution Example:
Action Item – “Clarification of ditch owner rights” 2017, Fremont CD
Background: “There are four Colorado Revised Statutes that pertain to a water users right to maintain their irrigation ditch, recent court cases have caused the use of concrete ditch lining and pipelines to no longer be considered normal maintenance of irrigation ditches”

- CACD lobbyist presented to state Water committee summer of 2018
- CACD lobbyist testified in support of house bill in support of HB 19-1082, which passed in 2019.
